Heather B. Norris
Heather is an associate of the firm whose practice areas focus on trusts and estate planning and administration.
She earned her J.D. from Brigham Young University in 2015. There, she served as a journal editor and board member for numerous legal societies, also clerking for multiple honorable Utah Judges. She then completed an internship with the European Parliament, followed by a fellowship with the Congressional Research Service focused on national defense, major weapons systems, and international crime.
Heather is joining the DML family following several years as a civilian attorney for the Department of the Navy. Her work included acting as a Program Attorney, drafting sole-source and competitive procurements, overseeing contract administration, and defending bid protests at the Government Accountability Office and the Court of Federal Claims. She also advised on Federal Employment Law and represented the Navy in litigation before the Equal Employment Opportunity Commission and the Merit Systems Protection Board.
She and her family live in St. Mary’s County. Heather looks forward to fostering those Southern Maryland roots by serving the legal needs of our local community.
